TCP ping: latency to a port

We make 4 TCP connections to the port (443 by default) from our server and time each one.

This is not ICMP ping: it measures TCP connection setup time. "Refused" means the server answered but the port is closed, so the network path works. "No answer" means packets did not arrive or a firewall drops them.
